Can someone please do me a favor. Look at this guys website and explain to me why he ranks so high on google for keywords such as ma web designer, ma website design, ri website design www.misterbits.com. According to all the important seo practices he should not be at the top. It makes no sense to me.

then maybe he is using black seo and sooner or later google finds him and gives him a a spanking
and which seo practise are you talking about i had a glance at the website and it had those keywords on good postions and he has lots links , i didn't analyze his links though.

This is most definitely black hat. There are many paragraphs of hidden text. He is using CSS to hide text on the z axis.
This technique was used some time ago(not CSS though) and got Google in a huge flap. Even websites reporting the activity ended up banned from the index.
Somebody will file a spam report to Google and this site will quickly disappear.

He has strong visible PR and decent backlinks and pages indexed. If you notice his backlinks are mostly from his clients sites that have a link back to him.

a lot of links back to him use good anchor text as well.

i noticed if you look in his scroll bar on the index page located on the bottom left he repeats keywords over and over towards the bottom of the scroll. Im sure that helped as well.
