A client of mine has links to his site from all pages, about 10-15 of his friends site.

Could this be regarded as excessive linking, I am really trying to gauge what advice i should give him.

he doesn't link back to his friends site though, which makes me feel there will not be a problem - any opinions

His site will not be at a disadvantage. Google has made it clear that any webmaster cannot harm other webmasters' sites.
