yes , essentially the text to code ratio, and i'm sure they do, but they do not penalise for it or seem to take it into account when placing a page providing that page conforms to other guidelines.

I think the main part of how little content you can get a way with all depends on the site in questions authority, recently GreyWolf did a post on Wiki having empty pages (http://www.wolf-howl.com/google/google-loves-wikipedi/) ranking extremely well.

If it's a small or new site, it won't stand a chance in hell of ranking for anything using only images

It is all a matter of semantics -pun intended. When you have a website already focussed on a theme puts up a page - rich with images but little by way of content, the search engines can deduce the "value" of the page from the anchor text and may rank higher. But an entire website done up with just images will have little on page factors to trigger the latent semantic analysis algo.

Actually I am surprised to see the "arguments" against the dominant factor of content over others.

Human languages are probably one of the most complicated issues to be handled by computers. Subtle nuances of the language are not so easy to quantify in objective terms. People often intuitively “arrive” at the intended meaning of the written word by the position of the words in relation to each other. Cues like modulation of the voice, emphasis placed on syllables etc, which exist in spoken words don’t exist in a written page.

The only cue left to analyze is the relative position of the words to each other and the frequency of occurrence in each page.

As long as computers depend on "keywords" to rank a page, you need textual content.
