Hi all, which will your first choice for link exchanging Based on relevancy)
1- Link exchange with high PR page
2- Link exchange with high traffic websites
3- Link exchange with google index page but no PR
4- Link exchange with high PR but no more traffic.
Let me know.........

Welcome to the forums, sck4784.
First a foremost, I don't recommend link exchanges except in "extreme" cases. One-way links are preferred.
I don't have the Google Toolbar installed, so I generally don't know (or care) what a site's PageRank is. I am not concerned about high-traffic web sites; don't need the traffic.
I personally am on interested in getting links to a site from an authority site that is completely on-topic to the site. Basically, that means that I'm only interested in links that meet the Google LocalRank criteria.

3, I'd be a bit cautious about, no PR could mean, there not indexed by G, have been banned by G or could even be a new site

Why would there be a choice of which site to get a link from?
Wouldn't you just get links from wherever you can, as long as their site topic is relevant?
I mean, I wouldn't way up "shall I get the BBC or CNN to link to me"; I would try for both...

Can you please expand on this. I thought link exchange was a good thing. And what do you mean by "extreme" cases?

What I look for in links:
When linking out I am looking for a resource for my visitors. Something that they might be interested in. I will place these links on a site with no expectation or demand for a reciprocal link back.
I will not link to a website that is badly formed or promotes other websites that could be considered as "bad neighbourhoods".
I do not consider pagerank in this.
If I think it would be appropriate I might inform the website that I am linking out to that I have placed them as a well considered resource for my visitors. But, I would never suggest that they MUST reciprocate.
They might be invited to, but it's up to them.
I then go about building the website and integrate it where possible within relevant portals and directories etc. But as far as links go - I just leave it and let nature take it's cause.
To further answer your question, I would go for:
2- Link exchange with high traffic websites - with a qualifier on relevancy and no expectation of demand on link exchange as mandatory.

one way Inbound links with relevant sites with high PR is the best option
