Can somebody acknowledge me how Web-rings can be benificial to increasing the PR of my Blog?

Purna - welcome to the forums.
Websrings can be benficial in that they are a link to your site.
pretty much all webrings will require a reciprocal link back to their site, though, so the value is limited in what it can do for PR.
They are good, though, for driving some traffic to your blog, so I'd pursue them for that alone. With more traffic, folks will begin spreading the word about your blog themselves and links will grow naturally.

I used them once - didn't like the result. I check my log stats everyday, it never brought me traffic and some of the adm required backlinks on the home page - doesn't work for me.
