I submitted my site four months ago and it is not listed yet. I find another category which is more suitable to my site, how can I withdraw my previous submission and re-submit to the new category?

You can't. If the category you submitted to is not suitable an editor will move it.

What do you mean by "more suitable"?

If you mean "seems to be edited more regularly", or "has more PR", or "has less sites in it" or anything like that, then your request will result in failure.

If you mean: "the site fits the category description much more closely" then an editor might give it some thought, and might agree with you. In the meantime, the site will be delisted where it is listed now, and sent for review at the new category. It will only reappear there immediately if the editor reviewing it has permissions in both categories (which is unlikely). If the editor does not have permissions in both categories, then it will sit in unreviewed at the new location until someone does review it, and sites moved between categories in such a way are highlighted as such and are more visible when looking at what awaits review in a category.

You must submit an update request at the OLD location, and supply details of the proposed change. If you were to directly submit to the new category, then as the site is already listed at the old category, the new submission is most likely to be deleted as "already listed: deleting duplicate submission", and you really need to avoid building that sort of history for your site.
