Can someone please assist me as to what other directories there are to submit to other than Yahoo, DNOZ, JoeAnt, Gimpsy, GoGuides, and if there is a cost to sign up?

Here's a long list of decent directories to submit to. Keep in mind that certain directories are appropriate for certain types of sites, and some directories don't pass PR and the search engines don't recognize some types of linking.

Does it pay to submit to all the foreeign versions of GOOGLE? I checked some of my competitors and they were listed in Yahoo and GOOGLE's foreign directories.

The foreign versions of google show the same results as the main google. No need to submit there, they all use the same database.

How do I check a sites PR ?
I have just downloaded the google toolbar - and see directories with a green line 1/4, 1/2, 3/4 or none through the page rank section of the tool bar - I assume the more green the better the PR ?

Yes, the more the green the better but that is no indication of ranking or how well you will rank.
